Recuva - Another File Recovery Freeware
Recently I found another file recovery software, and yes, it is free. Recuva is made by the same company that made CCleaner. I used to use CCleaner a lot on older systems to make sure they are working as good as the new system.
No need to talk again about the file recovery on this software. But I wanted to point out that it can display the files that it can recover in different modes: tree view, file list view and best of all, thumbnail view.

Personally I think thumbnail view is the best to quickly find the files we want to recover, but there is a problem. What if family member or friend you are helping have some pictures that they don't want anyone to find out. That would be very awkward. You know what I mean. ;-)
Anyway, to completely remove a file from your harddisk, memory card or thumb drive, use this, all of these file recovery software should not able to recover it.
Get rid of file from PC/laptop forever

One thing to note: if you want to have a better chance of recovering file that you deleted accidentally, do not do anything (copy file, save file, download file, shutdown, etc), because the empty space that being use by the file you just deleted might be overwritten with new data. So make sure you have Recuva or other file recovery software ready in your PC/laptop.

Get rid of file from PC/laptop forever
You have see my PC/laptop life saver series, but now you want to get rid a file forever, because of confidentiality or any other reasons, you don't want anyone to recover the file, ever. There are a few commercial software that can do the job, but I think the freewares that I want to introduce will be good enough to do the job.
1. File Shredder
From the publisher:
With File Shredder you can remove files from your hard drive without fear they could be recovered. There are quite a few software tools today for retrieval of deleted files under Windows OS. Those tools, often referred to as "file recovery" software, are taking advantage of shortcoming of Windows "delete" command that we all use regularly to delete files. Actually, the "delete" operation in Windows only removes bits of information from files so they appear deleted in OS. It is easy to retrieve those files using aforementioned specialized file recovery software.
In order to remove, or shred files permanently from your system you have to use a program that is capable of rewriting the files with random series of binary data multiple times. This process is often called shredding. That way, the actual content of the file has been overwritten and the possibilities to recover such a shredded file are mostly theoretical.
2. Spybot
A build-in function of spybot will also shred the file forever from your hard drive. This is also a freeware.
p/s: Visit my posting regarding recover file, but if you shred it using above methods, there is no way to recover the file back.

You deleted a file and you are not sending it to recycle bin, but suddenly you realize you still need to file, ouch! What shall you do? Luckily there are nice people out there that write some awesome and free software for us to use. We can use them to recover the lost file and you are safe!
There is not preference which one is better than other, it all depend on your need. So here is third one I want to introduce to you:

Here what the author claim:
Photorec ignores the file system, this way it works even if the file system is severely damaged. It can recover lost files at least from FAT, NTFS, EXT2/EXT3 filesystem and HFS+. PhotoRec works with hard disks, CD-ROMs, memory cards (Compact Flash, Memory Stick, SecureDigital/SD, SmartMedia, Microdrive, MMC, etc.), USB memory drives, DD raw image, EnCase E01 image, etc.
Best of all, it is FREE!
One drawback of Photorec compare to the rest is the interface is in DOS, which is not so user friendly. But this is the piece of recovery software that I use the most. :)
Note from Photorec (but I am sure this is for all recovery file program): Important: As soon as a pic or file is accidentally deleted, or you discover any missing, do NOT save any more pics or files to that memory device or hard disk drive; otherwise you may overwrite your lost data. This means that while using PhotoRec, you must not choose to write the recovered files to the same partition they were stored on.
